The design competition is being carried out in a two-phase process. In the first phase, an additional 19 teams of architects and landscape architects qualified in a worldwide competition. Moreover, 13 architecture offices were invited to take part in the design competition. Ten teams of architects and landscape architects qualified through the preceding ideas competition.
The field of entrants for the second phase – at the same time, the final round of the competition – is made up of 42 shared offices consisting of architects and landscape architects.
